Kabila moves the goalposts

President Joseph Kabila has virtually ensured his re-election on 27 November by getting Parliament to eliminate the inconvenience of a second electoral round (AC Vol 52 No 1). Government Spokesman Lambert Mendé said this was on the grounds of cost, claiming that the two rounds cost US$350 million each and that the country couldn’t afford it. Few people accept this, since the majority of the costs are in setting up the first-round poll.
