Shooting triggers reshuffle

The spreading repercussions of September’s gun attack on a senior official have led the President to sack the whole cabinet. Donors are angry

When three gunmen shot down Finance Ministry Budget Director Paul Mphwiyo outside his home in Area 43 in Lilongwe on 13 September, officials initially blamed criminals who wanted to prevent him from making explosive revelations about corruption at the highest levels of government. President Joyce Banda even said she knew the identity of the attackers. Now, however, it is widely believed that the shooting was linked to a falling-out among corrupt officials who have been exploiting loopholes in the government accounting system to siphon off vast sums of public money.
