Crises to come

Whoever governs Morocco faces daunting social problems and the challenge of creating a more responsive political system. In two decades, Fes has fallen from third-ranked economic centre to eighth; Marrakesh has long overtaken it to become the tourist capital. There is a widespread feeling the city is dying – and is ready to explode into violent riots again, as it did in the early 1990s.
