A voting mirage

United Nations Secretary General Kofi Annan risks losing face in the Western Sahara. The referendum planned for 7 December - to decid.e at last whether the territory joins Morocco or sets up as a state on its own - is getting mired in elaborate voter identification procedures again (AC Vol 39 No 2). Annan's heavyweight representatives there are a Personal Envoy, James Baker, formerly in charge of United States' diplomacy as Secretary of State (1988-92) and a Special Envoy, Charles Dunbar, a former US Ambassador who won good opinion in the Arab world.
