Cross-border crimes

As pressure mounts on Nigeria's military regime, Abacha tackles his border problems

Chairing the Economic Community of West African States has pushed the reclusive General Sani Abacha into the limelight with Nigeria's neighbours. None, perhaps, is more important to Nigeria than Benin, whose President Mathieu Kérékou was among the leaders in Abuja at the end of August for the Ecowas summit, where 'trans-frontier criminality' was discussed. Abacha had visited Benin early in the month as part of a pre-summit bid to rustle up support for Nigeria's agenda on Sierra Leone. Yet there were other things to discuss, notably the ruffled state of Nigerian-Beninese relations.
