Background to Brenthurst

In 2002, the draft of government legislation on a mining charter was leaked to reveal that 51 per cent of the mining industry was earmarked for black ownership by 2014. This caused a crash in SA mining equities and although the charter which emerged months later lowered the black ownership target to 26 per cent, the damage had been done.
