The Red Admiral is no longer red or an admiral - or an ex-President, either

A month after the presidential election (AC Vol 37 No 25), the victory of Didier Ratsiraka has at last been announced. Returning to power on just over half of the votes cast (50.71 per cent) and on a turn-out of just under half of the electorate (49.66 per cent), he was warmly congratulated by the Managing Director of the International Monetary Fund, Michel Camdessus. Ratsiraka is not expected to repeat the ruinous 'Marxist' policies of his previous 16 years in office.
