Second thoughts

Speculation about General Sani Abacha's political ambitions dominates the calculations of aspiring presidential candidates who had wanted to throw their hats in the ring before the 15 March local government elections. We hear there is growing support in the military for the establishment of a security council, made up of senior officers and chaired by Abacha, which would operate as an arm of the executive. The military supporters argue it should be an integral, permanent feature of the new constitution, while civilian backers, mainly from the South-Eastern states, want the security council to operate for a set period after elections to ease the political transition.
