Blanchard's beach

The once-socialist government of Mozambique has made what may be the world's most extreme privatisation agreement. It is handing over the development of a region as large as Israel to a private firm owned by Texan billionaire James Ulysses Blanchard III, a former supporter of the Resistência Nacional Moambicana. The agreement, approved by the Council of Ministers last December, was meant to be secret but Africa Confidential has seen the text.
