'Pre-humanitarian' surveillance

Senior Angolan officers say their military intelligence has been much improved by foreign 'commercial agencies'. These officers are far too discreet to say if these commercial agencies are running covert military aid programmes for Western governments. Yet many Angolans believe so and even claim to have seen Western military personnel in key government installations.
