Togoïmi's Tactics

President Idriss Déby is deeply worried about ex-Defence Minister Youssouf Togoïmi's rebellion in the Tibesti. Travel, even for officials, is impossible north of Faya-Largeau. The French Embassy has stepped up security and the United States' mission asks its citizens to report regularly.
