What is holding up publication of a major report into how oil spills have wrecked the ecology of Bayelsa state in the Niger Delta? The Bayelsa State Oil and Environmental Commission's report – initially expected for release in 2020 – has been readied for publication, but several panel members are refusing to sign off, its advisors have told Africa Confidential.
