Once silenced, twice shy

Russia and China froze the UN Group of Experts on Congo for five months—now the group is far warier of criticising China

Russia and China, increasingly intolerant of criticism of their nationals in United Nations reports, froze the work of several UN Groups of Experts during 2021 and 2022. The two superpowers exercised their blocking power by refusing to approve the list of experts for various groups. The UN Group of Experts on the Democratic Republic of the Congo was blocked between August 2021 and January this year, although the two superpowers did not give their reasons. This came after the publication of various UN reports shedding light on the activities of mercenaries from Russia’s Wagner Group in the Central African Republic, and illegal mining operations by Chinese nationals in Congo-Kinshasa.
