Mbeki mark two

Local elections next month will test the President's new stance on AIDS and Mugabe

President Thabo Mbeki faces his toughest battle for voters yet in local government elections on 5 December (AC Vol 41 Nos 17 & 19). Some 18 million people are eligible to vote for members of the 284 municipal councils. Well over half the voters will back ANC candidates, though the governing party will probably fall short of the almost two-thirds of the vote it won in last year's national elections.
