Angry envoys

Seoul is developing new initiatives to bolster its African diplomacy but is inadvertently ruffling feathers with perceived errors in protocol

Ahead of the late May visits to Seoul of Presidents Yoweri Museveni of Uganda and Armando Guebuza of Mozambique, new President Park Geun-hye declared that South Korea must shape its aid programmes towards furthering African development. The two African Presidents will be the first foreign heads of state to visit President Park after her February inauguration. After declaring its intention to engage more with Africa at the third Korea-Africa Economic Cooperation Forum last November, South Korea's Ministry of Foreign Affairs is now getting to grips with the task.
