Africa is in the front line of President Wolfensohn's reforming bank

Each new President of the World Bank stamps his personality on the institution by reorganising its staff and functions. James Wolfensohn, who started his Presidency last June, has joined this tradition. This time, Africa is at the centre of the reorganisation and the talk is of creating an 'internal market'. Two layers of the Bank's bureaucracy for Africa – division chiefs and departmental directors – will have gone by the end of this month. They are to be replaced by a new system of country managers and 'technical colleges'; all in the name of getting 'closer to the client' – Africa's 52 governments and 700 million people.
