Magufuli backs hard man

President John Pombe Magufuli is experiencing conflict between his campaign against corruption and his increasingly dictatorial methods. He has boosted the roles of Regional and District Commissioners, hangovers from British colonial rule, giving them powers to arrest and hold people in custody, by-passing elected local governments. He has found the tactic useful where local councils are controlled by the opposition, including Dar es Salaam.
