Despite a massive oil find over ten years ago, inter-company disputes, and wrangles over taxation and a refinery are still slowing progress

Late last year, President Yoweri Museveni directed his technocrats and the oil companies to start production in two years. It's going to take more than State House decrees to get the job done, however, even though 2020 would be perfect timing for the President. By then Parliament should have removed the age limit on candidates, and Museveni could go into the 2021 elections as the leader of an oil-producing nation, with all the increase in geopolitical clout and largesse oil involves.
