Senate subterfuge

President Robert Mugabe's plan is well on track for Senate elections to add to his political patronage and weaken the opposition Movement for Democratic Change. Although turnout for the 26 November polls was a derisory 15 per cent, the ruling Zimbabwe African National Union-Patriotic Front claims its 21 of the 31 seats as an historic victory.
