The Western response

Ostensibly, Western finance officials welcomed Asia's developing ties with Africa at the African Development Bank meeting in Shanghai. Norway's Secretary of State for International Development, Anne F. Stenhammer, congratulated China on the 'excellent idea of bringing Africa to Asia'. She described China's trading and investment role in Africa as 'dynamic' and argued that it challenges 'commonly held misconceptions about profitability' in Africa.
