President Jakaya Kikwete’s appointments often annoy his colleagues. In 2005, he took almost a month to announce his cabinet, because the stalwarts in the governing Chama Cha Mapinduzi (CCM) wanted new faces. There was stiff resistance to the choice of Edward Lowassa as Prime Minister, arising from questions about how he had amassed his fortune. Kikwete is also said to have disagreed with party offi cials about the Vice-President, Ali Mohammed Shein.
