The peace deal that wasn't

The Lord’s Resistance Army resists the peacemakers’ efforts and carries on killing

In the bush camp on the border between Sudan and Congo-Kinshasa, the Lord’s Resistance Army negotiators, led by Alfred James Obita, were swigging away on a bottle of cognac and feasting on meals put on by the caterers. It looked as though the LRA had just signed a peace deal to end two decades of war against President Yoweri Museveni’s government. Yet Obita was merely celebrating his promotion to chief negotiator, after the sacking of David Matsanga earlier in the day. Those present had just witnessed the flop of what was meant to be a historic signing ceremony by the LRA leader, Joseph Kony. The non-event on 10 April brought the collapse not just of Matsanga but also of the pretence that a peace deal is imminent.
