Emmerson Mnangagwa, the man credited with keeping Robert Mugabe in power when he lost the first round of last year's presidential election, is the clear winner in the new dispensation and once again front-runner to succeed Mugabe. He is on the Joint Monitoring and Implementation Committee, which oversees the implementation of the unity agreement, and has been catapulted from Minister of Rural Housing to Defence; there he can call the shots, because the Joint Operations Command has literally been running the country. The Minister's job will be tricky, since the service chiefs stayed away from the swearing-in ceremonies (see Feature).
