Cairo tactics

The biggest excitement in the 18 February presidential and parliamentary elections is the electoral arithmetic (AC Vol 51 No 1). Presidential challenger Kizza Besigye will never have a better chance of forcing a second-round run-off by bringing President Yoweri Museveni’s share of the vote below 50%. Colonel (Retired) Besigye’s supporters promise to take to the streets should the official count deviate from the opposition parties’ tally; Museveni says he will ‘gently’ detain anyone attempting ‘Cairo tactics’.
