Kibaki, Keriri and allies

Coalition ministers have unhindered access to President Mwai Kibaki and latitude to make decisions. Ex-President Daniel arap Moi would sometimes reverse ministerial decisions via national radio and (with a few cronies) ran all ministries. Kibaki's friends in State House have less influence but try to make the best use of what they have. They include the following:
