Ruling by decree

President Salva Kiir Mayardit’s sacking of Cabinet Affairs Minister Deng Alor Kuol and Finance Minister Kosti Manibe Ngai on 18 June has prompted puzzlement and some hostility in South Sudan and even within the governing Sudan People’s Liberation Movement. ‘It impedes the true fight against corruption and it bodes ill for the politics of South Sudan to haul such senior figures before the world in this dramatic way’, one SPLM veteran told us.
