Wrong number

President Robert Mugabe’s government has moved the goalposts again in the latest episode in the cellular telephone saga. For four and a half years Strive Masiyiwa has been battling to get a licence for his company, Econet. He is a highly qualified telecoms engineer and former Secretary General of the Indigenous Business Development Centre, a black empowerment group, and Econet has spent Zim$11 million on infrastructure. Frustrated, he asked the High Court to grant his application and nullify the one awarded by the government to his rival Telecel. In December the court said the licence was his, and the government said it would not challenge the court decision.
