Holding their noses

More aid before the elections looks unlikely – even with the World Bank's help

Western governments, especially that of the United States, regard Kenya's stability as vital to their own interests and to the 'war on terrorism'. US, British and German military and other agents, with full access and cooperation, have been tracking down Islamist militants around Nairobi and Mombasa. Yet Kenya's deepening economic crisis and worsening official corruption boost support for the political/religious extremists that the West fears. President Daniel arap Moi's government is betting that political backing from its Western friends will persuade the International Monetary Fund and World Bank once again to hold their noses and grant approval to a regime that has repeatedly broken its promises of reform.
