Old Nick's back

President Moi's old friend rejoins the cabinet to mastermind politics and the succession

Nicholas Kipyator Biwott is back. He has stayed close to power in the five years since Western donors successfully pressed for his dismissal as Minister of Energy. Now his return to the cabinet as Minister of State in the President's office, in President Daniel arap Moi's 16 January Cabinet reshuffle, makes him the second most powerful politician in the country. With his friend the President, he is planning the leadership of the Kenya African National Union when (as the constitution says) Moi's time as President ends, by the year 2002.
