Making policy on the hoof

President John Magufuli has picked an unexpected new fight on the Kenyan border. Over 1,100 cattle seized from Maasai herders in Tanzania's Kilimanjaro and Mara regions in late October were sold for US$530,000 in early November, and the money went to the exchequer. A further 2,400 cattle have been seized and are set to be auctioned in the coming days. Many of the herders were also arrested and detained.
