Museveni’s $4 billion refinery threatens East African oil pipeline

Kampala has secured investors in the refinery and the 1,400 kilometre pipeline – but are they both viable?

At the centre of President Yoweri Kaguta Museveni’s 20-year ambition for Uganda to become the leading energy supplier across East Africa is the plan to build a refinery near the oil fields in the Lake Albert Basin. Following an agreement between the United Arab Emirates Alpha MBM and Uganda’s state oil company for a 60,000 barrel a day refinery costed at US$4 billion, President Museveni’s ambition may become reality – but it could cut across other interests in the industry.
