More boots on the ground

The United States Department of Defence is considering assigning a permanent army to its Africa military command, Africom. At present, Africom has to source all the troops it uses for continental operations from other regional commands. Typically, they have to be ordered 120 days in advance, which is no recipe for lightning strikes.
