Rethink

French strategy is bouncing back after its low point in Central Africa last year. Other Western capitals now consider Paris’ reservations about Laurent-Desiré Kabila as prescient.On 5-6 February, Premier Lionel Jospin and his Parti Socialiste-led government announced their reforms of the ‘cooperation’ apparatus. The change will be gradual: the Secrétariat d’Etat à la Coopération will be fully absorbed into the Foreign Affairs Ministry but with no structural changes and no staff cuts for now.
