Reaction to the launch of the USA's new crisis response is mixed

In a week when France announced 40 per cent cuts in its military presence in Africa, it was galled to see United States troops land in Senegal and Uganda to launch Washington's African Crisis Response Initiative (previously ACR 'Force'). Paris has 8,400 'prepositioned' soldiers plus 700 trainers south of the Sahara: all 1,400 in France's Central African Republic base will leave over two years but Djibouti will keep 2,800 of its 3,250 men.
