Biligual diplomacy

General Sani Abacha's 31 December announcement that by stepping up French teaching, Nigeria will in 'a very short time' become bilingual is a shrewd diplomatic move, however unrealistic it may seem. Abacha spoke at the handing over of the Committee on Higher Education's interim report, reinforcing remarks made after his return from December's Franco-African summit in Ouagadougou. His 90 minute-meeting there with French President Jacques Chirac is said to have impressed Abacha greatly.
