One way street

President Museveni will win his referendum but at a high price

The President is crisscrossing the country on a campaign he is bound to win. A referendum on political systems, to be held in two months' time under the 1995 constitution, will pit Yoweri Museveni's National Resistance Movement, the heir to his revolutionary army of the early 1980s, against supporters of open multi-party democracy. Western donors support the exercise, and have pledged about US$3 million for civic education, saying they will have to review their relations with Museveni's government if their benchmarks on fairness and transparency are not met.
